Left a comment for Michal explaining that the bug needs to be fixed in
Focal/Jammy (if it indeed is present in those versions), and therefore
we need to work on it.

armhf + illegal instruction = fun.  I subscribed ubuntu-server, but I
don't have an armhf system available to test the problem.  I'll see if I
can reserve one.

This seems to involve some third-party, unsupported packages, so I left
a comment explaining that we'd need reproduction steps for
rabbitmq-server specifically, and marked the bug as Incomplete.
