Regression caused by the fix to
https://bugs.launchpad.net/ubuntu/+source/asterisk/+bug/1909816.  I've
identified the problem and proposed a fix to the Debian maintainer.

    cloud-initramfs-copymods hides the full list of modules fro…

Notified the cloud-init folks about it.  Chad said they don't maintain
it and cloud-init doesn't depend on it.  I haven't really investigated
the bug yet so I don't know if it's valid.  Maybe we should reassess
whether the team needs to be subscribed to this package.
