This is a failure that happens on ppc64el intermittently.  I remember
seeing it during one of my +1 shifts, and it's annoying.  The
migration-reference/0 run also failed, which means that packages won't
be blocked due to this anymore, but I believe it's worth more
investigation.  Subscribed ubuntu-server and marked as Triaged.
