    output to syslog due to systemd misconfiguration

Valid, but seems low priority.  I marked it as such, set the status to
Triaged, subscribed ubuntu-server and tagged it as bitesize.


### https://pad.lv/1915063 - (Confirmed) [qemu] - Windows 10 wil not
    install using qemu-system-x86_64

### https://pad.lv/1919016 - (New) [libfcgi] - fcgi.pc file not provided

It's a valid bug, but libfcgi on Focal/Groovy doesn't provide an fcgi.pc
file.  We could in theory keep our own .pc file and install it, of
course.  Anyway, it's not clear which Ubuntu version the person is
using, so I set the status to Triaged and the importance to Low.  I also
subscribed ubuntu-server to it.
