What updates /var/lib/update-manager/meta-release-lts?

Regardless of which part of the system does the update (it will actually be
updated by any process which instantiates
UpdateManager.Core.MetaRelease.MetaReleaseCore as root), this file is part
of the managed system data on Ubuntu, and it sounds like a false positive
for a system to be alerting when it changes.
