To be clear, the problem is specifically when the existing repository
has lots of refs, which tends to be particularly true for git-ubuntu's
repositories.

I'm awaiting review of
https://code.launchpad.net/~cjwatson/turnip/+git/turnip/+merge/376219,
which I think should fix this in most cases.
