Ubuntu server "Live CD"?

I have a situation where I need to quickly bring up an Ubuntu 16.04 server environment on physical hardware without doing an install (I'm "borrowing" hardware set aside for other use).  I tried starting a server install, stopping before disk partitioning, switching to a terminal prompt, mounting a usb stick and running scripts from there.  What I found was that the busybox environment was significantly limited.  Is there a better way I can mimic "Live CD" behavior with better functionality?
