snapd and libjpeg-turbo8 are not in security repository

Hello,

vulnerabilities about the following packages were reported , and fixed versions
were already released.

* snapd
   https://people.canonical.com/~ubuntu-security/cve/2017/CVE-2017-14178.html

* libjpeg-turbo8
   https://people.canonical.com/~ubuntu-security/cve/2018/CVE-2018-1152.html

But, these packages are not in security repository of xenial.
I think that these should be contained in security repository.
