Please sync bind9 with git

I ensured that with (beta snap) import it would actually be correct now.
 $ git ubuntu import --verbose --no-push --directory /tmp/import/bind9 bind9

It LGTM:

Also Debian sid matches.
So a import as of now would fix this for you.

But as the current beta snap still has the applied-branches bug I'd
prefer to have rbasak to release that first if that is close to
happen.
OTOH @andreas if you are blocked on that today ping me, I (or rbasak)
can (at the cost of broken applied branches in bind9) import it for
you.
