Ubuntu Cloud Archive package for python-openstackclient

I'm not an Ubuntu member, but I'll throw in my two cents. I've been around
a while.

Congratulations, you have done a significant amount of the work already in
having a newer package upstream. The remainder could be just as simple as
asking for a sync request (check the process for people that require
sponsorship below).

In general, the Cloud Archive doesn't like having packages that are
radically different than standard Ubuntu, so the process is to get the
updated package into Ubuntu and then verifying that it falls through to the
Cloud Archive.

I hope this helps. --jrp
