Apache mod_fastcgi isn't free?

Hi,

I was recently trying to use FCGI, and found both libapache2-mod-fastcgi
(what I was originally looking for) and libapache2-mod-fcgid. I notice
that -fastcgi is in Multiverse, while -fcgid is in Universe. Why is
mod_fastcgi not considered freely licensed?
