acl in karmic

Hello everybody,

This is not quite the place to ask, but as I am not subscribed to
ubuntu-devel, I will start here and move on there should I must.

It seems like the acl package got demoted to universe in karmic.  Does
someone knows the rationale behind that decision?  It seems like a
pretty easy package to maintain.  Was there any long-standing bug?
Vulnerabilities perhaps?  Or is it for lack of maintenance upstream?
