More or less, yes.

I did this successfully with a Gutsy test system I had during the last
release cycle.

Basically, if you stay up-to-date with your aforementioned 'apt-get
upgrade's, you'll work your way through the alphas, betas, etc.  I
think you might need to do a dist-upgrade for the last one to get to
the released version, but as I remember it, it was pretty painless ;-)
