As Leonel said, this package is from gray zone. It's not needed for
cluster to work. It can even run on computer that's not part of the cluster.

And since it depends on Xorg and gtk, it isn't part of 5 year support.
Same as system-config-kickstart, this program generates file that can be
used on server.

I guess it doesn't have 5 year support cause that would drag in Xorg and
gtk, stuff that shouldn't be on server anyway.
