[Bug 1864761] [NEW] dnsutils:i386 uninstallable

Public bug reported:

With bind9 9.16.0, dnsutils became a transitional package, pulling in
bind9-dnsutils. A transitional package is arch all, since it only exists
to pull in the new package.

This is breaking the bind9 dep8 tests on i386:
 builddeps:/tmp/autopkgtest.SImnUi/1-autopkgtest-satdep.dsc:i386 : Depends: dnsutils:i386

And indeed, a simple "apt install dnsutils:i386" tries to bring in the *old* and *real* dnsutils package, from bind9 9.11.x:
The following packages have unmet dependencies:
 dnsutils:i386 : Depends: libbind9-161:i386 (= 1:9.11.14+dfsg-3ubuntu1) but it is not going to be installed
                 Depends: libisccfg163:i386 (= 1:9.11.14+dfsg-3ubuntu1) but it is not going to be installed
                 Depends: liblwres161:i386 (= 1:9.11.14+dfsg-3ubuntu1) but it is not going to be installed
                 Depends: libirs161:i386 (>= 1:9.10.6+dfsg) but it is not going to be installed

That's happening because dnsutils arch all, which is the new one, is not
being considered to satisfy the dnsutils:i386 dependency.
