You have it set in /etc/mysql/mysql.conf.d/mysqld.cnf:

sql_mode =
"ERROR_FOR_DIVISION_BY_ZERO,NO_AUTO_CREATE_USER,NO_ENGINE_SUBSTITUTION"

Removing this option should allow your server to start again, and the upgrade to complete:
sudo apt update
sudo apt -f install
