Thanks for filing this bug in Ubuntu.

The only hint of a problem seems to be this:
/usr/sbin/invoke-rc.d: line 578: 10900 Terminated              systemctl $sctl_args "${saction}" "${UNIT}"
invoke-rc.d: initscript mysql, action "stop" failed.

 subprocess new pre-removal script returned error exit status 143


Why would the stop action fail, I have no idea. I did an upgrade test from 5.7.11-0ubuntu6 and from 5.7.25-0ubuntu0.16.04.2, and both worked fine.

I'll mark this bug as incomplete for now. If you come across something
like this again, or have reproduction steps that show the problem,
please share and switch the bug status back to "new".
