Thanks for filing this bug in Ubuntu.

I see this error in the logs:
Checking if update is needed.
Checking server version.
Error: Server version (5.7.25-0ubuntu0.16.04.2-log) does not match with the version of
the server (5.7.26) with which this program was built/distributed. You can
use --skip-version-check to skip this check.
mysql_upgrade failed with exit status 3

Could you please show the current state of the system, by running this
command and showing its output:

dpkg -l | grep mysql

I also saw this in the log:
2019-05-06T08:13:47.629980Z 4 [Note] Access denied for user 'root'@'localhost' (using password: NO)
2019-05-06T08:13:47.630060Z 3 [Note] Access denied for user 'root'@'localhost' (using password: NO)

Maybe the upgrade relied on that kind of access being available, but it
was removed?

** Changed in: mysql-5.7 (Ubuntu)
       Status: New => Incomplete
