The mysql startup scripts are present in the mysql-server-5.7 package:
root at xenial-mysql:~# dpkg -S /etc/init.d/mysql
mysql-server-5.7: /etc/init.d/mysql
root at xenial-mysql:~# dpkg -S /lib/systemd/system/mysql.service
mysql-server-5.7: /lib/systemd/system/mysql.service
root at xenial-mysql:~#
Please verify you have that package installed.
