Thanks for taking the time to report this bug in Ubuntu.

A fresh install of both tomcat7 and tomcat8 work on xenial without
issues. From your logs, I see that you started with tomcat7, then tried
to remove it, and eventually installed tomcat8. If there were remaining
tomcat7 pieces lying around, then tomcat8 would most likely fail to
start.

In fact, I can reproduce that case by installing tomcat7 and then installing tomcat8. The /var/log/tomcat{7,8}/catalina.out log file will show:
java.net.BindException: Address already in use (Bind failed)

So I suggest you verify which version of tomcat you want to run, and
make sure just that one is installed.

If this is not the issue, then please attach the catalina.out log file,
and also the output of "dpkg -l|grep tomcat".
