Thanks for filing this bug in Ubuntu, and sorry for taking to long to
get to it.

This is the error shown in the logs:
Unpacking apache2 (2.4.18-2ubuntu3.5) ...
dpkg: error processing archive /var/cache/apt/archives/apache2_2.4.18-2ubuntu3.5_amd64.deb (--unpack):
 error setting ownership of '/var/www/html.dpkg-new': Operation not permitted

I notice that you have /var/www mounted separatedly:
/dev/sda12      73225728      32  73225696   1% /var/www

Could you please share the mount options for /var/www? And also list the
contents with "ls -lah /var/www /var/www/html" please.
