Turns out the missing dependencies are "suggestions" in the fence-agents packaging:
root at xenial-fence-agent:~# dpkg -s fence-agents|grep -E "(suds|requests)"
Suggests: python-requests, python-suds

Same in Cosmic, just for python3:
root at cosmic-fence-agents:~# dpkg -s fence-agents|grep -E "(suds|requests)"
Suggests: python3-adal, python3-azure, python3-requests, python3-suds

Since this is a sync with debian, it may be worth a bug at
https://bugs.debian.org.
