[Bug 1759258] [NEW] FIPS should not be allowed in a container (lxd)

Public bug reported:

Since FIPS installs a new kernel, it makes no sense in a container
(lxd). ubuntu-advantage-tools should detect when it's running inside a
container and report fips as being unavailable.
