[Bug 1742761] [NEW] Drop dh-apport to reduce delta with Debian

Public bug reported:

If we drop our dh-apport usage, and install the apport script
"manually", we can submit the apport changes to Debian and reduce our
delta once they accept it. We can't do that with the net-snmp package as
it's now because dh-apport is in debian experimental.

Many packages in Debian have apport scripts, which seems to indicate
upstream tends to accept these sort of changes, as long as they don't
require dh-apport.
