Thanks for filing this bug in Ubuntu.

I looked at that askubuntu question, and it seems like the only issue is
that there is no default configuration file shipped by default. Or at
least that's the first issue. I think that's reasonable and the
installation won't fail because of that. That's why there is a
ConditionPathExists configuration.

Could you please attach the simplest configuration file
/etc/quagga/zebra.conf that would show the remaining problems when
trying to run this in 17.10?
