If you can get the network up and then run the --configure -a step, then
it should complete. I would also run this for good measure:

sudo apt update
sudo apt -f install


The bug for systemd thinking nmbd isn't running is https://bugs.launchpad.net/ubuntu/+source/samba/+bug/1731502 and I will mark this one as a duplicate of that.
