As mentioned in the description, it would appear you have deleted two
necessary configuration files from the libapache2-mod-php7.0 package:
/etc/apache2/mods-available/php7.0.conf
/etc/apache2/mods-available/php7.0.load
modified.conffile..etc.apache2.mods-available.php7.0.conf: [deleted]
modified.conffile..etc.apache2.mods-available.php7.0.load: [deleted]
You will need to (probably) manually reinstall the package, to recreate
the files. I am marking this bug as Incomplete, as a result. If
recreating the files does not allow your packages to successfully
install, please indicate so and change the state back to New.
