Thanks for filing this bug in Ubuntu, and apologies for taking so long
to update it.

Could you please show the output of the following command:

sudo systemctl status tomcat7.service

The attached logs unfortunately only tell that the service failed to
start, but not why.

       Status: Confirmed => Incomplete
