Is there a reason you've deleted all the config files for modules you
maybe aren't using? Note that normally, you don't change these at all,
just configure/unconfigure modules that are enabled.

Can you provide the output from the above commands? Specifically
"systemctl status php7.0-fpm.service" and "journalctl -xe"
