[Bug 1403499] [NEW] apache2 mod_reqtimeout erroneous timeouts

Please update mod_reqtimeout from Apache 2.4 upstream.

There is bug 56216 (mod_reqtimeout: Resolve unexpected timeouts on keepalive requests 
under the Event MPM.) , see https://issues.apache.org/bugzilla/show_bug.cgi?id=56216

The fix has been committed to Apache 2.4 and will be in 2.4.11.
We can reproduce the bug on Ubuntu 14.04 with package apache2 version 2.4.7-1ubuntu4.
