[Bug 1564320] [NEW] Tries to fetch EC2 metadata outside EC2 on xenial

Public bug reported:

byobu's metadata_available decides that a machine is probably an EC2
instance if /usr/sbin/update-grub-legacy-ec2 exists, and in that case
tries to probe 169.254.169.254. But grub-legacy-ec2 is installed on all
Ubuntu Server xenial systems (since http://bazaar.launchpad.net/~ubuntu-
core-dev/ubuntu-seeds/ubuntu.xenial/revision/2413), so the check
succeeds on a default bare metal server and a wget that will never
succeed is started.

This is thoroughly confusing when you log into a fresh system, run "w",
and see that your session is apparently wgetting from a cloud that
doesn't actually exist.
