  The result is that network_data metadata doesn't work on Liberty.
  
  [Testcase]
  On liberty, launch an instance with a configuration drive:
  e.g. nova boot --config-drive=true
  
- The network_data.json will be available in the metadata, but not in the
- Liberty config drive directory "openstack/2015-10-15/". However it will
- be available in the latest config drive directory "openstack/latest/".
