[Bug 1558198] [NEW] [FFE] sync open-vm-tools from Debian for Xenial

open-vm-tools in Xenial is at version 10.0.0, while Debian has a newer
version of 10.0.5.

This FFE requests that we sync the Debian version into Xenial.
