This bug was fixed in the package dpdk - 2.0.0-0ubuntu1.1

  * Add SDK makefiles to dpdk-dev. This was accidentally ommited in
    the initial upload (LP: #1517075).
  * Fix missing path elements in the init script environment (LP: #1516543).
