Do you use php7.0-fpm with nginx?
Looking at the Debian changelog:
php7.0 (7.0.3-12) unstable; urgency=medium
* Turn comma into pipe to make fpm alternative to other web SAPIs
I am currently working on merging with 7.0.4-5 which will include this
fix, will that fix the problem for you?
