Looks good on 16.04 too:

$ sudo modprobe ipmi_devintf
$ sudo service openipmi start
Job for openipmi.service failed because the control process exited with error code. See "systemctl status openipmi.service" and "journalctl -xe" for details.
$ lsmod | grep ipmi
ipmi_devintf           13691  0
ipmi_powernv            6489  0
ipmi_msghandler        50947  2 ipmi_powernv,ipmi_devintf
