Hi,
I'm still seeing this issue on Xenial.
root at maas1:~# cat /etc/lsb-release
DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=16.04
DISTRIB_CODENAME=xenial
DISTRIB_DESCRIPTION="Ubuntu Xenial Xerus (development branch)"
root at maas1:~# uname -a

root at maas1:~# dpkg -l|grep curtin

I have tried with the default curtin_userdata and have also tried:
