[Bug 1552355] [NEW] Unprivileged lxc will not start after being stopped

Public bug reported:
Using lxc package 2.0.0~rc4-0ubuntu1 on a Xenial host, I can start an
unprivileged Xenial LXC, but if I stop it, it will not start again
without rebooting the host.
I've attached the debug output.
