DPDK (actually openvswitch-dpdk) related issue is solved - tests are now detecting a lack of the feature and skip gracefully.
There were other bugs to track it, so removing the incoomplete DPDK bug association from this bug.

This issue didn't get much updates recently as for now most discussion
goes on in RT 89040
