[Bug 1539543] [NEW] [Ubuntu 16.04] librtas package update

Last week have have released librtas v1.4.0 .In this release we have
changed package license from CPL to LGPL. With this all RAS packages
comes under LGPL/GPL license.


Can you please pull latest version to Ubuntu 16.04? Also make sure you update copyright details.
