This is fixed in 1.1.0-2 version in Xenial (16.04). It seems to work
fine to install that xenial version into 15.10.

wget https://launchpad.net/ubuntu/+archive/primary/+files/irqbalance_1.1.0-2_armhf.deb
sudo dpkg -i irqbalance_1.1.0-2_armhf.deb

After 3 days it is only using 1.2 MB.
