[Bug 1550461] [NEW] walinuxagent conflicts with networkmanager

Currently WALinuxAgent conflicts with NetworkManager. Instead of having
a conflict, WALinuxAgent should have a udev rule that tells
NetworkManager not to manage the devices on the HV bus.
