Tested on a debian system:
Linux s8330004 4.3.0-1-s390x #1 SMP Debian 4.3.5-1 (2016-02-06) s390x GNU/Linux (stretch) +
multipath-tools  0.5.0+git1.656f8865-4
==> problem does not occur!!

Linux s8330004 4.4.0-1-s390x #1 SMP Debian 4.4.2-3 (2016-02-21) s390x GNU/Linux (sid) +
multipath-tools  0.5.0+git1.656f8865-4 (unchanged)
==> problem does not occur!!

multipath.conf see above
will attach outputs of multipath -t of ubuntu and debian system for comparison.
