[Bug 1549136] [NEW] Move "lxc" dependencies to "lxc1"

Public bug reported:
"lxc" now says "This is a transitional dummy package. It can safely be
removed.", but this isn't true:
$ sudo LANG= dpkg -P lxc
dpkg: dependency problems prevent removal of lxc:
lxc-templates depends on lxc (>= 0.8.0~rc1-4ubuntu43).
lxd depends on lxc.
juju-local depends on lxc (>= 1.0.0~alpha1-0ubuntu14).
