I expect every release to ship with only one version of (Oracle) MySQL,
and reverting an upgrade across two releases is certainly not supported.
So this is not inconsistent: within a single release, I expect a user to
be able to switch from MySQL to MariaDB and back again. I do not a user
to be able to switch from 5.5 to 5.6 and back again without user
intervention, but this is fine because that would never happen within a
single release.
