[Bug 1506667] [NEW] Include upstream example configuration files

The nova packages include minimal configuration files that often cause
confusion due to missing sections/options and also include some defunct
options (e.g., enabling the defunct built-in EC2 API). Please include
stock upstream example configuration files for each release.
