Odd, Apport decided to ignore the package hooks in the package in this
case.

Please run the following command in the terminal and include the output
as either an attachment to this bug or as a bug comment:

systemctl -l status nginx.service


With data from this we will be able to hopefully debug the cause of your issue.  Until such time the data is added to this bug, I am going to mark this as Incomplete.
