[Bug 1436106] [NEW] Upstart scripts missing respawn and script block

Public bug reported:

Applies to all Swift packages: swift-proxy, swift-container, swift-
object.

Installed Swift using the debian packages. Observed that upstart scripts
get installed /etc/init/. However, all these scripts have a missing
"respawn" and "script" block.

As a result if any of the Swift processes die, they do not restart
automatically.

         Status: New
