FWIW, I can reproduce this on a fresh ppc64el VM:

root at trusty-test:~# apt-get update && apt-get dist-upgrade
[...]
root at trusty-test:~# apt-get install samba smbclient
[...]
root at trusty-test:~# smbpasswd -a root
New SMB password:
Retype new SMB password:
Added user root.
root at trusty-test:~# smbclient -L localhost -U root
Enter root's password: 
protocol negotiation failed: NT_STATUS_IO_TIMEOUT
