Just for reference, if anyone else sees this.
complete with failure to deploy wily with an error:
{"distro_series": ["'wily' is not a valid distro_series. It should be one of: '', 'windows/win2012hvr2', 'ubuntu/precise', 'ubuntu/trusty', 'ubuntu/utopic', 'ubuntu/vivid', 'custom/rhel7'."]}failed to start
The issue is:
$ apt-cache policy distro-info-data
distro-info-data:
Installed: 0.18ubuntu0.2
Candidate: 0.18ubuntu0.3
Version table:
0.18ubuntu0.3 0
500 http://archive.ubuntu.com/ubuntu/ trusty-updates/main amd64 Packages
*** 0.18ubuntu0.2 0
100 /var/lib/dpkg/status
0.18ubuntu0.1 0
500 http://security.ubuntu.com/ubuntu/ trusty-security/main amd64 Packages

The fix is:
$ sudo apt-get install --only-upgrade distro-info-data
** Changed in: maas (Ubuntu)
Status: Incomplete => Invalid
